Partnering to Deliver Affordable Housing

The Fraser River Valley Housing Partnership (FRVHP) serves as the region’s housing authority, working in collaboration with municipalities, private developers, and non-profits, to expand the supply of high-quality, affordable homes. Our mandate is to remove barriers to development, align public and private resources, and accelerate projects that meet the community’s housing needs. If you’re a developer interested in delivering affordable or mixed-income housing in the Fraser River Valley, FRVHP is ready to collaborate. We can offer resources that foster public/private-sector alignment—so you can focus on building successful projects that make a lasting impact.

What We Offer

The FRVHP partners with developers to reduce uncertainty, improve project feasibility, and unlock new opportunities. As a regional housing authority, FRVHP is empowered to support and facilitate affordable housing development through a range of tools and services, including:

Public-Private Partnerships
FRVHP is authorized to enter into partnerships with private developers, non-profits, and institutional investors to co-develop housing that meets affordability and community goals.

Project Financing
Our organization is funded by a 2 mill property tax levy which offers approximately $1.7M in annual revenue.  This revenue can be used to help close the gap in the capital stack of affordable housing projects that meet our goals.

Tax Exempt Bonds
Projects with our support are eligible to receive access to the tax exempt bond market, a tool which can significantly improve the pro-forma of an affordable housing project.

Tax Exemptions
The FRVHP can offer property, sales, and use tax exemptions for projects that meet our objectives.

Low Interest Financing
Partnering with the FRVHP can provide you access to low interest financing to help close the gap in the capital stack of your project.

Expertise To Guide Your Decision Making
We can provide resources to help you navigate the complex world of affordable housing. Federal, state, and local entities/programs (think CHAFA, LIHTC, DOLA, Prop 123, and others) offer many opportunities to developers, but understanding how each one works, and how they can or cannot work together, can be overwhelming. We can help you navigate these opportunities to understand how each one can work to make your project come to fruition.

Community & Government Alignment
We work closely with municipalities and community stakeholders to ensure projects meet local priorities, reducing opposition and approval delays.

Long-Term Affordability Stewardship
FRVHP can hold land, manage covenants, and oversee affordability agreements to ensure homes remain affordable over the long term.

Land Acquisition & Assembly
We can acquire, hold, and assemble land for affordable housing projects, helping create development-ready sites in strategic locations.

Risk Sharing & Project Stability
Through partnerships and long-term agreements, FRVHP helps stabilize projects with predictable affordability terms and clear development expectations.

Building More Than Housing

Our goal isn’t just to increase unit counts—it’s to help create complete, livable communities. FRVHP supports developments that:

  • Integrate with transit and services

  • Include sustainable and resilient design

  • Provide a mix of unit sizes and affordability levels

  • Strengthen local economies and neighborhoods
